Utility Management

Municipalities are increasingly establishing wholly-owned, ring-fenced water utilities for the provision of water services to their communities. While this approach offers the benefit of incorporating various departments, disciplines, supply areas and resources under a single, manageable and accountable service unit, a lack of resources and experience can make the exercise challenging.

By involving WSSA in the development and implementation of such an integrated water utilities initiative, these municipalities enjoy access to the expertise and strategic planning capabilities they need to achieve their objectives. WSSA’s approach includes:

  • Involvement on the senior management team – with gradual withdrawal over the term of the contract as permanent employees are trained to step into these positions
  • Development and implementation of all the strategic business plans, workplans, systems and procedures
  • Managing the transition, reorganisation and transformation processes
  • Providing interim experts and specialists required to complete the process
  • Training and development of all operational and maintenance staff to sustain employment
  • Improving service levels and standards
  • Optimising the refurbishment and capital works programmes
  • Improving customer management and ensuring effective community awareness and communication programmes
