The Challenge
The City of Cape Town had initially constructed the Zandvliet Wastewater Treatment Plant through a DBO option and needed to appoint an operator for the plant as they did not have internal capacity.

The Solution
WSSA was awarded the contract for the management, operation and maintenance of the 40Ml/day Zandvliet WWTW serving Khayelitsha, Monwabisi and Blue Downs.

Achievements
WSSA has worked with the municipality and their consultants on a number of plant upgrades and extensions, including the addition of belt presses, upgraded inlet works and the extension of the plant to 55ML/day.

The most recent expansion has been an 18ML/day MBR (membrane bio reactor) plant expansion, one of the first of this size for domestic sewage in Africa. WSSA put their technical, process and senior plant operators through training in Germany and France for the new plant, and provided invaluable support to the municipality in a difficult commissioning and take-over stage.

Key achievements include:

* Job creation, with nine new positions, all filled locally
* Extensive ongoing training and development of local staff at all levels, including training given to municipal staff on their other plants
* Significant initial cost savings, with ongoing unit cost decreases over the contract period
* WSSA has funded R2.1 million for initial facility rehabilitation, included in the fixed monthly charge
* Operating costs have been optimised, with 100% availability maintained at all times
* A comprehensive routine maintenance, repair and replacement programme has been put in place
* Compliant sludge management (belt presses and disposal)
* R1.9 million invested by WSSA in the system repair, rehabilitation, upgrade and expansion
* 95% local procurement, through 30 suppliers and contractors
